The EO Service Co-Development Activity

 

The EO Service Co-Development activity of the CopernicusLAC initiative focuses on jointly creating Earth Observation services with institutions across the Latin America and Caribbean region. Building on local knowledge, data, and the Copernicus Sentinel missions, these services are co-designed through close collaboration with end-users, ensuring relevance and long-term impact.

This process begins with the co-development phase, where user needs and priorities shape the design of EO-based information products. These are then demonstrated in selected regions with institutional partners, allowing for iterative refinement and adaptation to local contexts.

By integrating user feedback throughout, the activity fosters a strong sense of ownership and promotes the uptake of EO services. It also contributes to building a regional ecosystem for innovation, research, and knowledge exchange around satellite-based solutions.

The EO-based services developed in the framework of the CopernicusLAC Services Development activity are accessible to registeres users on the CopernicusLAC Platform. Additional hydromet services are implemented as part of a Specialised Processing Environment that is complementary to the CopernicusLAC Platform. Such advanced hydromet services are also used in a pre-operational demonstration with EO based workflows integrated in the digital infrastructure of the Caribbean Institute for Meteorology and Hydrology (CIMH).

 

EO Applications

 

Copernicus data helps public authorities identify and monitor the extent and level of damage caused by hydrometeorological events and geohazards. The practical uses of this data include the support of preparedness and prevention by helping authorities identify risks and complement early warning systems in place and informing response and recovery efforts. Copernicus data can further support the identification of exposure to adverse events. 

EO-based services focused on harnessing Copernicus data for Disaster Risk Reduction (DRR) and Risk and Recovery Mapping are being developed by a consortium led by Indra Deimos. These EO-based services are organised into a series of applications addressing different aspects of the same topic, and have been tried in several pre-operational demonstrations:

Hydrometeorological Hazards

EO-based services within the hydrometeorological hazards theme focus on leveraging Copernicus data to better understand, prepare for, and respond to hydrometeorological challenges in the LAC region in the context of a changing global climate. 

The following EO-based services aimed at supporting the different phases of the flood risk management cycle are being developed:

Geohazards

Data from Copernicus satellites helps monitor changes in the Earth’s surface, indicating to authorities areas vulnerable to existing and future hazards and supporting assessments of the risks to communities in the LAC region. This information can inform decision-making among public authorities to help prevent and mitigate geological hazards.

Wildfires

EO-based services within the wildfires hazard theme support local stakeholders involved in the different phases of the wildfires risk management cycle. Copernicus data can help characterise fire danger for wildfire risk preparedness, monitor the extent and severity of wildfires during their evolution, as well as provide information on post-fire vegetation recovery.

Exposure Mapping

Exposure Mapping services help entities in the LAC region identify and quantify the exposure of infrastructure and population to various natural or human-caused hazards by leveraging EO data from Copernicus. By assessing the potential impact of hazards on these assets, authorities can benefit from more informed decision-making during risk management and disaster preparedness efforts, leading to more resilient communities.
